Outline view doesn't list fields for output files

I ran into an issue with the outline view this morning.  The program I'm
writing has two output only files.  When I refresh the outline view the
files appear but I can't drill down to the fields.  Expanding the file
entry only shows the format name.  I can't drill down any farther.  Is
this a bug or am I missing something?
