Do you want to create apps in WDSC that will run on the WAS on the PC, or the WAS on the iSeries? The only reason (and you should) to create a server on the PC is for testing. You could also create your app (Java, Webfacing, whatever) on the PC and put the app (an EAR file) on the iSeries - that's what you do when you go to production.
