CRTPF fails & WDSc doesn't tell -- WDSCI-L

When I tried to recreate a new file using WDSc, I received an empty error list. 
 However, when I checked the joblogs, I found the messages "file xxx exists" & 
"file xxx not created".

I looked & could not find a "Replace" option.  I believe that WDSc should at 
least return a message that the file was not created.
