I suppose then that it is an artifact of V5R2?  I'm probably going to have

Becomes:
     D myRandNum       s             10i 0
     D A               S              5I 0

      /FREE
       exec sql
       values (rand() * 1000) into :myRandNum;
       A=1+1;
      /END-FREE
      /free
       *inlr=*on;
       return;
      /end-free

No problem.  Even converted the sql into free format.  Only thing that
could have been better is that if it detected an /end-free immediately
followed by a /free to eliminate them both.  The above would then become
     D myRandNum       s             10i 0
     D A               S              5I 0

      /FREE
       exec sql
       values (rand() * 1000) into :myRandNum;
       A=1+1;
       *inlr=*on;
       return;
      /end-free
