I ran into the same problem too, I could never figure out why. I just manually fixed it by opening my browser to the URL of the update site: http://www3.software.ibm.com/ibmdl/pub/software/rationalsdp/rwd/60/update/features/ I then grabbed the JAR and folder relating to that feature and manually put them in the local mirror. That resolved it for me, although I cannot remember if this led to one more similar error where I had to do the same thing. After I fixed it, I never got it again for any other feature.
