This is a weird one that I didn't know until a week ago from a totally 
unrelated problem. I have no idea why, but...

For some reason, you can't RMVJOBQE as long as any job that was submitted 
through it is still active. It isn't a matter of whether or not the subsystem 
is active.

So, your question might not be completely correct. End any job that entered 
through that *JOBQ and you're on your way. Of course, that possibly means that 
everything that's important in that subsystem needs to end. Maybe, maybe not. 
Depends on what's going on at the time.
