I know this is kind-of an old post, but have you also applied SI12794?

The description you provided for APAR SE13693 is my problem exactly.  We 
are running V5R3, when checking the PTF's on our system, I show that we 
have already applied PTF SE13693 - it doesn't seem to fix my issue. 

I will try other suggestions that have been given for compiling, 
interactive compile, precompile options, etc.....
