In the past, I have been able to access my machine using a proper TCP/IP 
address or host name in the URL.

If you are running on XP SP 2, when you first started your WTE did you 
take the Unblock option for the Windows Firewall?  It could be blocking 
connections.

It is also possible that the latest version of the WTE only allows 
localhost connections so that you cannot abuse the purpose of the WTE. 
That is speculation though.
