There's a good site for Eclipse plugins at
http://www.eclipse-plugins.info.  

I'd recommend searching for PHPEclipse and TruStudio.  I've used them
just for basic editing and they seem to do a fairly good job with syntax
highlighting and context assist.  I haven't used the debugging features.
