IBM is attempting to make the user interface a tad less overwhelming by 
allowing you to show/hide areas of the software.  To do this, they 
introduced something called "Capabilities".  You can enable/disable the 
capabilities that are appropriate for the work you do.  To do this go into 
Window -> Preferences and then Workbench -> Capabilities.  Turn on/off the 
things you want to see and click OK.
