It's almost certainly a network issue. Something is consuming your bandwidth. That something could be one or more people running streaming audio/video to their pcs from the internet. Another possibility is you're on some kind of backup network connection with less bandwidth. Your network gurus should be able to determine the location of the bottleneck.
