I compiled with DBGVIEW(*ALL) and I used CRTRPGMOD/CRTSRVPGM.  I also use
/INCLUDE.  I'm working with IBM on this right now.  Once I know what the
problem is, I'll post it.

I am having the same problem for a while.
In our case this error appears when compiling the ILE RPG program with
CRTBNDRPG and DBGVIEW  *COPY.
If we complie the program with *SOURCE, *LIST or *ALL the debugging is
working fine.

I am curious to know if this also happens in your environment.
