I think (hope) what has sparked the interest is that we have ported the Subversion server so that it can run on OS/400 and made that port available for free under an open source license agreement. See: http://www.softlanding.com/subversion/index.htm As for the RPG question, IMHO, storing your RPG in stream files and a generic version control system isn't really viable for the reasons you alluded to. Subversion doesn't really do anything to change the equation. This is more about not needing to setup a Linux or Windows server just so that you can run a tool like CVS. Of course it is just a huge bonus that Subversion is such a great tool.
