I had this same problem when I was at 5.1.  It turned out the problem
was
using a network share for my workspace.  The Eclipse update manager got
confused and wouldn't recognize updates that it had already done.

If that turns out to be your issue, the fix is to use a workspace on you
local disk for updating purposes.
