I had the same issue(on ISeries) , the following were the suggestion by Don
Yantzi (IBMer)

" If this is a web project then you need to add the jt400.jar file to the
  projects WebContent\WEB-INF\lib folder for it to be picked up at runtime
in
  the application server. "
in your case probably I think, find the jdbc driver(I mean look for the
appropriate JAR file) and import into the above said library.

Hi,

Each time I start with a new PC, I experience the same problems.

This time, I have a working web application (developed on another PC and
copied over) which I try to run, but the server always tells me that I have
ClassNotFoundException on sub.jdbc.odbc.JdbcOdbcDriver ?  Do I need to put
this somewhere in a configuration file, as I don't see why he can't find it
(it's in rt.jar anyway).
