I have exactly the same problem here. I have been meaning to report it but
havent got round to it. 

When I do it, the list of existing projects on shows 1 or 2 of the web
projects in my workspace.

Even if I create a new project, the new project gets created, but the list
of projects to select does not get populated with a new project.

This feature definitely worked on previous versions, as I used it regularly

Has anyone else had this problem and fixed it?

I'm working in portlet perspective. I right click on a project, select
import, select war file, click next, and the drop down box listing projects
is empty.  If I create a new project, I get a shell of a project with no
imported war file.  It works correctly for a co-worker, who is on the same
version as I am.  I've seen it posted several places in discussion groups,
but never any solution.  Same thing happens in java perspective, web, etc.
