Unable to complete action ... when trying to retrieve WDSc updates -- WDSCI-L

A couple of coworkers have been trying to download the updates to WDSc and are 
running into a problem.  Both receive the same error when trying to download 
the update.  Other PCs update without any issues.  The error text is shown 
below.  Has anyone else experienced this?  If so, how did you solve it?
