Would you by any chance be creating your workspace on a network drive?
We had that issue in our shop.  For WDSC 5.1.0, having a workspace on a
share would confuse RSE and Update Manager to the point where they
wouldn't remember anything we did in them.  The RSE problem was fixed in
5.1.2, but it looks like the Update Manager problem is still there.

Ok,

It's the 4th time now. On my other machine, Win2K, WDSc 5.1, I would
check
for updates weekly. If there were none, the New Update wizard would tell
me
so.

I'm setting up my new machine now, WinXP, and when I check for updates,
it
keeps bringing up 5.1.0.3. I've downloaded and installed 3 times. Do I
have
the .0.3 update or not?
