You can drag/drop or cut/paste if the target is within the filter, but not the filter itself. What that means is if you have a filter for a library and expand it out to see the source files and then expand the source files, you can do the copy. But if your filter is just for the members of a source file, you can't drag a source to the filter name. If you copy the member to the same source file it asks if you want to rename. If you drag to another source file it brings up a cpysrcf prompt.
