SEU prefix commands R & L not working in RPGLE

I have tried to shift code left (and right) using the prefix commands R and
L (also used the truncate option) and the code does not shift.  In SEU the
code will shift regardless.  The R and L commands can be run for CL source
but the code formatter renders that useless if its active.  What I am doing
wrong? Help for SEU base profile does not state that there is a limitation. 

WDSCi for me is  Version: 5.1.2  Build id: 20040609_0820.
