Yes, VARPG can create Java classes, and VARPG is written using RPG. But that doesn't seem helpful here because existing RPG programs can't be just converted. There's a lot of differences in design and architecture between the green screen cycle-driven approach and the GUI event-driven approach. Additionally, VARPG is Windows based and it isn't clear to me if that is a plus or a minus in Java World.
