John, you are getting into enough complexities that a change management 
system seems to be in order. Building this yourself is a daunting task and 
probably would cost more than one of these systems. They're more than $100 
and less than $100,000.   ;-)  Probably in the $10-20k range, at least.

In addition to TurnOver, there are 2 other main players in the field:

and

Implementer at www.mks.com
