I think some of this has been changed in Eclipse 3.0.  Looking at WDSC 5.1 
(Eclipse 2.1), using just what I have given you, you can press F2 on 
something in source to get the pop-up JavaDoc, and F3 will open the actual 
source and take you to it.

To get to the HTML JavaDoc, you have to go back to that same location 
where you attached the source, and instead click on the JavaDoc location 
page.  Then enter the URL to the JavaDoc, something like:

http://java.sun.com/j2se/1.4.2/docs/api/

You can also use a file:// URL if the Javadoc's are local:

file:///C:/jtopen4.1/doc/javadoc/

Then, when in your source you can press Shift-F2 to open up to the JavaDoc 
for that item.
