Do you have the folllowing page directives written within your JSP?
JSP1.2:
<%@ page language="java" contentType="text/html; charset=SHIFT_JIS"
pageEncoding="SHIFT_JIS" %>
JSP1.1:
<%@ page language="java" contentType="text/html; charset=SHIFT_JIS" %>
It seems to be that if either of these are not specified, WDSC assumes they are
in US-ASCII.

Alright, here's a new one.
I have some JSP files containing Shift-JIS data. They work just fine
(even in the WTE!), but I cannot edit them in WDSC. WDSC thinks they
are ISO-8859-1, and will not allow the Shift-JIS characters to be
written to the file.
Suggestions?
