One other alternative you might consider.  I also like to set the dates
to zeros when installing a new source member.  Instead of doing it in
RSE (or PDM), I do it when I move the source into the production
library.  My source control is home-grown, so I did the following...

        When adding a source member to production:
                CPYSRCF    FROMFILE(testlib/sourcefile)
TOFILE(prodlib/sourcefile) FROMMBR(member)
             SRCOPT(*SEQNBR *DATE)
        When changing a production source member:
                CPYSRCF    FROMFILE(testlib/sourcefile)
TOFILE(prodlib/sourcefile) FROMMBR(member)
             SRCOPT(*SEQNBR)

The advantage to this is that I can't forget to set the dates...it
happens automatically.  Of course, if you are using purchased SCM, you
may not have the same level of control (or a tenth of the problems) that
I have.

If you do have purchased SCM and you can run a command after the install
is complete, you could also execute an SQL statement to update the dates
for the new members.
