Don, Are you sure you are using the right CD's? IBM had WDT 5.1 (Code/400 and VARPG product for OS400 V5) which was subsequently replaced with WDSCi 4.0, WDSCi 5.0, and finally WDSCi 5.1. The reason I ask, I'm not aware of any environment variables that must be set up for WDSCi 5.1.
