Why wont web facing work with WAS version 4.0? Im sure it used to.

WAS version 4.0 is not free, so you must be paying subscription/maintenance
charges for that anyway, so you should be entitled to the upgrade I would
think

A coworker is working on a web facing project (WDSc 5.0.1) and has
discovered that our WAS server version is 4.0 and web facing won't work with
this version of the WAS server.  Our operations department is telling us
that IBM wants to charge for the current version of the WAS server.

My question is this, those of you that are using web facing, is there a
no-charge WAS server or did you have to pay to upgrade to the 5.0 version?
If there is a no-charge server how do we get it?
