That command will change the "insertToTab" action
  1.- only in that particular editor view, and
  2.- it will be in effect until you close that view.

I'm not the expert on the RPG parsers, but it appears that the action was redefined to prevent it from doing any inserts (it seems to effectively do what the "nextTabStop" LPEX action does).

1.- The RPG parsers redefine the "insertToTab" action. You could enter


set actionClass.insertToTab

from the LPEX command line in order to restore the action to its default (LPEX) implementation - but for that view only! As the command-line commands are kept around, so you later arrow up/down to retrieve this incantation for other views.

2.- In the "lpex" base profile, you can select line(s) with Alt+L and then shift them left/right with F7/F8. In "seu", F7 and F8 have other definitions, though - but you can still use the pop-up menu (Selected -> Shift selection ..)
