Rick,

That command will change the "insertToTab" action
  1.- only in that particular editor view, and
  2.- it will be in effect until you close that view.

I'm not the expert on the RPG parsers, but it appears that the action 
was redefined to prevent it from doing any inserts (it seems to 
effectively do what the "nextTabStop" LPEX action does).
