This is by design. When you restart the WDSc the Remote Systems tree view
is re-expanded to the same state it was when you last shutdown. The RSE
connections get connected as a side affect of this (when information is
required from the iSeries to resolve a filter.) This is why connections
that don't have expanded filters don't get reconnected. Currently there is
no way to make it work differently but I can add this to our feedback
database if you think it is a requirement (or you can add it through the
online FRED request database.)

There is a Remote Systems preference called "Re-open Remote Systems view to
previous state". If this preference is checked, and you close WDSC while
one or more iSeries RSE filter is expanded, then when your reopen WDSC you
are automatically connected to the iSeries and the filters are expanded to
their previous state. This is good. However, if you are connected to the
iSeries at the time that you shutdown, but no filters happen to be
expanded,
then you are not automatically reconnected to the iSeries the next time you
startup. Is this by design? Is there a way to make it work differently?
