Connecting to iSeries when WDSC opens

There is a Remote Systems preference called "Re-open Remote Systems view to previous state". If this preference is checked, and you close WDSC while one or more iSeries RSE filter is expanded, then when your reopen WDSC you are automatically connected to the iSeries and the filters are expanded to their previous state. This is good. However, if you are connected to the iSeries at the time that you shutdown, but no filters happen to be expanded, then you are not automatically reconnected to the iSeries the next time you startup. Is this by design? Is there a way to make it work differently?
