Have you tried closing the view and reopening and/or restarting WDSC?

The Outline view and Properties views are common views provided by Eclipse 
that a lot of plugins use.  I have seen cases where a plugin can run into 
an error and then no other plugins can update the view.

Nope... this is the most silly source I can imagine (and tried some other 
as well).  I haven't tested the problem sources yet.

Somehow it seems I've forgotten something stupid.
