Webfacing - First try

I'm trying to test webfacing on our development box (v5r1) and keep getting
errors.

ERR[1]: 1JJWBD3IN1KXD5CY2EQ2CPA: The check field was received incorrectly by
the application server.
 This is likely caused by the client encoding being incorrect.

The first page displays correctly (a subfile list with option field
selection), but any action selected on the page produces the error.

The warning page indicates that I should configure the test environment to
support UTF-8, which I believe I've done, but which doesn't correct the
problem.  We're fairly current on CUMs, but probably not up to date on Group
PTFs.  Any references to TFM are happily received.
