I think it depends on whether they have been loaded (used) already or not. 
 I am not using WebFacing so it is hard to say.  All of my development has 
been using Struts which uses a single servlet for all requests.  That 
could have something to do with my Web module restarts when I change Java 
code.

Does this include the individual class files WebFacing generates?  Do 
those
force a restart of the web module?
