This sounds similar to a problem I had. According to IBM it is a bug in Studio that will be fixed in V5. Check Authorization List QPWFSERVER in QSYS. If public is set to *EXCLUDE and QSYS is the only other member of the list, this is likely your problem. The workaround is to add yourself (or a group of which you are a member) to the list with *CHANGE authority. Hope this fixes it for you.
