Obviously this would be best if it were to reference the included help

Well, on these two points I've found that the features I'm looking for
are available ... just not installed by default.

I went to the update manager (not installation manager) and added the
"Eclipse Project SDK feature", which installed the source & javadoc for
the Eclipse specific plugin information.
