Misc charges, what's the purpose of the SQNO50 field ? -- SYSTEM21

What is the purpose of the SQNO50 field on the Misc Charges file OEP50 ? 

I know the significance of the numbering system (01=order, 21=misc, or
41=shipment) but what purpose does that numbering system serve ?
