Purchase Receipts

Here is a strange one.
When doing a purchase receipts 43/PMP.  If we try and receive over the line
amount we get a "No Currency Conversion Rate Exist".

But if we receive either the exact amount or less, it accepts it. ????

We have all of our Currency rates set up properly (/GLX) with the correct
dates and such.

Any ideas would be extremely helpful.
