There shouldn't be.  In fact during the design of V3 it was even discussed
that this should be replaced by a simple flag, however it was decided that
there were benefits from having a 'clock' as it gave useful timing
information when investigating problems.

  Are there any implications when the UPDNOG numbers rolls over to number 1
and there is a G/L FLP007 or FLP008 that already contains the number 1? My
company has never purged the G/L.
