Yes, usually happens from runaway queries and programs making use of QTEMP. Once these jobs have finished, it usually rights itself. The biggest problem is interactive jobs. Another good reason to check where your operator messages are delivered to. I had a situation where the system operator was ignoring messages (a New Zealander - do I need to say more?). A quick CLP was created as a User Exit program for the QSYSOPR MSQ which sent higher priority/severity messages to a number of key people. With System 21... a similar program for QPGMR is a wise move.
