I think you might have missed the point of kits. In the S21 world the
processing assumes that you build a kit "on the fly" and do NOT stock it.
Therefore, for a kit to be in a SR ALL of it's component items MUST exist
in the same SR.
We use S21 kits on a minimal basis.
For "kits" that we have determined should be "stocked" we use our
production module. These usually relate to 250hr/500hr/1000hr service kits
for machines (ie: a number of various filters, gaskets etc). It is much
easier in these instances to "build" them in lots of 10 or more.

[SYSTEM21] Kits and their Stockrooms
We seem to be having a problem with our Kit processing. We just learned
that in order to change the BOM of a Kit, the part that we are trying to
add
to the Kit's BOM must exist in each stockroom that the Kit is listed in.
Why should this be? We may only build the Kit at one location, but store
it
in many. Therefore we only need to stock the items with which to build it
i
in that one location.
Is there a switch that I need to set somewhere that controls this?
We are at 3.5.2b SP4.
