A concept we embraced when building our RPM software was to use 2 dates. One date is the required ship date, the other is the date the end items (order items) must be in shipping. All order analysis is done off the required ship date while all planning is done off the "in shipping" date. Unfortunately we are an add-on to systems like System 21 (and others), used to management materials and production so we can't help at order booking. You'll have to look to the existing Systems 21 database to find the appropriate columns.
