I think I will just populate FLP051 and FLP055 directly and then rebuild
hierarchies. 
We are at V351, we do not have view finder and 12/GLP PC uplift does not
work because I do not have BMP050 and we do not have maintenance contract
with GEAC anymore to get these products installed.

I assume that you are talking about Financial Budgets.

I load our budgets (created in Excel) into Access and then using
the Client Access ODBC driver load the info into
FLP051 (Annual Budgets) and
FLP055 (Period Budgets)

Its easy to stuff up the account codes when manipulating the
data in Excel, so verify that all the account codes are valid.
I of course load the data into copies of FLP051/55 in a
different library and once convinced that every thing has
gone as planned, then copy them into the live files.
