You can either use a non-inventory item to track the delivery charge, or make a 
modification to shipping to clear the miscellaneous charge record (OEP50, if my 
memory serves me) the first time a shipment is made.

Anyone know of a method whereby the delivery charge can be made once on the 
first or last despatch of an order rather than on every despatch other than 
amending the order after the first despatch which users find difficult? 
Customers get irritated to receive multiple delivery charges when the reason 
for multiple deliveries is our stock out!
