When Blanket or Scheduled POs are created the system creates a Blanket
Sequence No. to allow different Due Dates to be specified for the same PO
line. If none of the PO Line quantity is scheduled (Quantity and Due Dates
assigned for deliveries), 2 PMP03 entries are created: one with blank Blanket
Seq. # and one with '99999'.

As Due Dates are assigned, the system begins assigning Blanket Seq#s to the
different deliveries. Users can have the same Due Dates but different Blanket
Seq#s for a PO line if they have chosen (in PO line maintenance) to have the
quantities delivered on the same day. Normally, this is a keying error - they
meant to schedule the quantities on different days.
