Jeff,

What is your definition of "truly empty"?  A file may be empty (no data) but
still have deleted records.  Do a DSPFD LIBRARY/FILENAME and go to the
bottom to see how many deleted records there are.  If 'deleted records' is
not zero, then a reorg can be performed.
