It still does not care about capacity - and will not bump overload to
another route.
Many moons ago, we did some research and experimentation - I do remember
that you must set up some capacity codes and rules and be running
multi-plant/cellular.

Take a look at CRP, you may be able to run it for other routes than the
MPS
planning route.
