Dan, I've been through similar activities.  Getting consensus from the 
stakeholders is tricky.  Jeff, I'm sure you'll agree that as long as upper 
managerment thinks a measurement is important, its pretty easy to get folks to 
pay attention to them, and work toward improving them.  If upper management 
doesn't emphasize them, then I say they are Key in name only.
