I agree with you Garry. At all the places I've worked, including here at
Rexair, (the company that builds the best vacuum cleaning system in the
world) the Controller has always approved authority levels since they are
most aware of any conflicts or need for separation of responsibilities.

Personally I think the MIS manager is taking on too much control.

I don't believe it's an IT function to decide who accesses which option.
We are here to serve the users, not dictate to them.
