As with any change to authority or modification to software, the obvious questions need to be asked: - Why is the change necessary? - What has changed to require the user to have this access now, where they haven't had it before? - If the access isn't granted, what's the exposure (cost) to the company? Then at least you have all the information you need to make a decision. In the past, we've used a rule whereby no user can request access for themselves, it has to come from the users' manager. That's one way to take IT sort of out of this decision making process.
