Quadrant FastFax properly handles a single spool file containing multiple PO's going to different fax numbers. We've used FastFax for faxing PO's (among other things) for several years. In fact, the fax# doesn't even need to be on the PO printout. FastFax can retrieve the fax# from the JBA database (as long as the needed key fields are on the printout). Splitting a single spool file into multiple faxes is pretty basic stuff and should be a part of any fax solution. We also use Acom EZPrint/400 (which interfaces with FastFax) and produces much better looking documents than FastFax alone. I'm pretty sure all the electronic forms packages support splitting a spool file for proper faxing with the various fax products with which they interface.
